Kissinger says Obama will change Regime in Iran if the coup fails

Here is Kissinger basically saying that Obama must make clear what kind of government he wants in Iran. The president of the United States has to decide what kind of government he wants in Iran?? Since when is Iran part of the United States? If the coup is unsuccessful and a "popularly based" government does not emerge, then WE the United States must work for regime change in Iran from the outside. This is an indicted war criminal making threats against a sovereign nation.
